All plans charge by the storage you keep at the end of each month, not by request count or by download. The overage rate kicks in only if your stored footprint goes past the included quota — there is no separate "API request" bill. Restoring your own backups is never charged as egress.
What's included
The basics should not be a surprise feature on the highest tier. They are part of every plan, on every customer.
TLS 1.3 in transit, AES-256 at rest. The keys that read data back are the access keys you create.
